I don't think the Roxy album is quite dead, the tracks which Manzanera, Mackay and Eno play on on olympia are the cover versions and Scissor Sisters track and Thompson though playing on the Roxy sessions doesn't appear on Olympia and I can't see Ferry being nasty enough to wipe his drum tracks. Also Chris Thomas was involved in the production and wouldn't come cheap and there was talk of a record deal so wouldn't virgin require something back for their money?

I agree with you that logic should indicate that the Roxy album is not dead, but BF appears to have his own notion of what is logical and he seems to be taking a different course. Sigh. Maybe next year he'll change his mind. Or maybe not. But at this point, as he promotes Olympia, he wants to convey the notion that the Roxy album is dead. Who knows what tomorrow might bring... but I don't see anything changing until the Olympia Promotion Effort has run its course...
